Why Do Some Officers End Up Making Wrong Decisions

There are police officers that spend their whole career’s trying to help others and make this world a better place. Then there are those officers that somehow make the wrong decision and end up riding the fence where they are doing both good and bad but then there are those that end up being just bad. The question is why? Why do these officers end up making wrong decisions and using their authority in a manner that they should not be using it in?
